Medicare in Downtown Los Angeles by the numbers
Downtown is almost entirely a renter's city, and it holds fifteen thousand people past 65. The six ZIP codes together are home to 119,690 people, and 15,034 of them are 65 or older, which is 12.6 percent against 15.2 percent for Los Angeles County. Those counts come from the 2020 to 2024 American Community Survey, summed from the age brackets rather than estimated from a percentage. 90012, Chinatown and the Civic Center, has the most at 5,458; 90017 in City West has 2,981, 90015 in South Park 2,350, 90013 in the Historic Core 2,119 and 90014 next to it 1,826, where 17.9 percent of residents are past 65. Only 4,732 of 60,556 occupied homes are owner occupied, 7.8 percent. Median household income runs from $66,860 in 90012 to $36,948 in 90013 and $31,000 in 90014. Of residents aged 5 and over, 43.5 percent speak only English at home, 31.3 percent speak Spanish, 8.1 percent speak Chinese and 7.2 percent speak Korean; in 90012 the Chinese share is 15.5 percent, one of the higher shares on this site, and in 90014 the Korean share is 11.8 percent.
Two hospitals inside downtown, and the county hospital across the river
Two general hospitals sit inside the six ZIP codes: California Hospital Medical Center at 1401 South Grand Avenue in South Park, licensed for 392 beds, and PIH Health Good Samaritan Hospital at 1225 Wilshire Boulevard in City West, licensed for 380. Just across the river in Boyle Heights, Los Angeles General Medical Center at 2051 Marengo St, the county hospital, is licensed for 572, Keck Hospital of USC at 1500 San Pablo Street for 343 and Adventist Health White Memorial at 1720 Cesar E Chavez Avenue for 293. West on Temple, L.A. Downtown Medical Center at 1711 West Temple Street is licensed for 122, and Kaiser Foundation Hospital Los Angeles at 4867 Sunset Blvd for 492, reachable only through a Kaiser plan. Those counts come from California state licensing records, read this month. Six general hospitals within a couple of miles belong to five different systems, and the plan's medical group decides which of them is yours. Medicare Advantage networks are built around medical groups rather than around the insurance company's name, so two plans carrying the same logo can reach completely different doctors, and those contracts are renegotiated year to year. Before you enroll in anything, Lara pulls each plan's current directory and confirms your doctors, your hospital and your pharmacy, and she repeats that check each fall when plans publish their changes.
The help check first, in whichever language the household uses
With more than nine in ten downtown households renting and the lowest median incomes on this site in the Historic Core, most of the people who call about Medicare here should hear about help before they hear about plans, and that is the order Lara works in. Someone with both Medicare and Medi-Cal can be eligible for a Dual Eligible Special Needs Plan, which is built to coordinate the two, and Los Angeles County has 47 Special Needs Plans in 2026; Extra Help lowers Part D drug costs for people under its income and resource limits, and the Medicare Savings Programs can pay the Part B premium for people under theirs. Eligibility for each depends on income and assets and takes a few minutes to check. Languages, said plainly: Lara works in English, Spanish and Hebrew, so the whole conversation can happen in Spanish for the third of downtown that speaks it at home; she does not work in Chinese or Korean, and for Chinatown and the Korean speaking blocks of the Historic Core a son, daughter or friend who reads English or Spanish is welcome at the table, and every Medicare Advantage plan is required to offer free interpreter services through its member line. Only after the help question is settled does the ordinary comparison follow, and in 2026 the county's general enrollment plans carry out of pocket maximums from $199 to $9,250.
Medicare Advantage in Downtown by the numbers, 2026
Downtown sits in Los Angeles County, one of the biggest Medicare Advantage markets in the country. In 2026 the county has 74 Medicare Advantage plans open to general enrollment plus 47 Special Needs Plans, per the CMS 2026 Landscape file, and 65 of those 74 plans charge a $0 monthly plan premium. About 57 percent of the county's 1.7 million Medicare beneficiaries are enrolled in Medicare Advantage or other Medicare health plans (CMS, May 2026). Our analysis of the same CMS file puts the average in network out of pocket maximum across the county's general enrollment plans at $2,428, with a median of $1,700 and a range from $199 all the way to $9,250. That spread is the whole argument for comparing before you enroll: two $0 premium plans can differ by thousands of dollars in a bad year. Straight answers, and the fine print up front
Here is exactly how this works. Lara is a licensed independent insurance agent, and her help costs you nothing, because licensed agents are paid by the insurance companies whose plans they represent. Your premium is the same whether you enroll through an agent, online, or directly with the insurer. What an independent agent adds is the comparison: she is appointed with several carriers rather than one. She does not carry every plan available in Los Angeles County, and she will tell you when something she cannot sell looks like the better fit for you.
Medicare help in Downtown from a licensed broker
Goulson Insurance Services Inc. is an independent insurance agency, and our agents work as licensed brokers for Downtown families. Independent means no single insurance carrier employs us or decides what we recommend, so the comparison starts with your doctors, your prescriptions, and your budget. We compare Medicare Advantage, Medicare Supplement, and Part D drug plans from multiple carriers side by side and help you enroll in the one that fits. The agency holds CA license 6020069, Lara Goulson holds CA license 0E69969, and the team works in English, Spanish, and Hebrew. Whether you searched for Medicare help near me, a broker, or a local agency, it is the same licensed help, and it costs you nothing, because carriers pay broker compensation, which is regulated by Medicare.
