What the Same Medigap Plan G Costs in Alameda and Contra Costa: 2026 Rates From All 19 Carriers

Every Plan G sold in California has identical benefits by law, yet in Alameda and Contra Costa counties the CDI approved annual premium for a 65 year old runs from $1,998 with the cheapest carrier to $3,851 with the most expensive, a difference of $1,853 a year for the same coverage. We pulled the California Department of Insurance rate comparison data for every carrier the regulator lists for individual Medicare Supplement policies in Alameda and Contra Costa counties and published it below so you can see the whole market at once. Goulson Insurance Services is an independent agency based in Los Angeles, and Lara Goulson, a licensed California insurance agent (CA License 0E69969), works with clients across the state by phone and video. She quotes the same letter plan across many of these carriers at no cost, in English, Spanish, and Hebrew.

Is your Medicare Advantage plan ending December 31?

When your Medicare Advantage plan ends, federal law gives a guaranteed issue right to buy certain Medigap policies with no medical underwriting, from the date you receive your plan's termination notice until 63 days after your coverage ends: March 4, 2027 for a plan that ends December 31, 2026. A Medigap policy works only with Original Medicare, and joining another Medicare Advantage plan does not extend that window. Lara Goulson can check which Medigap plans and insurers in this table are open to you and help you apply, at no cost to you.

    Key findings

    • The spread is real money. At 65, Plan G runs from $1,998 a year (about $167 a month) at the low end to $3,851 a year (about $321 a month) at the high end. That is $1,853 a year for benefits that are identical by law.
    • The gap grows with age. At 75, the same comparison runs from $2,552 to $5,446 a year, a $2,894 annual difference, and the ratio between the most and least expensive carrier widens from 1.9 to 2.1.
    • High Deductible Plan G is the quiet bargain of the table. 8 carriers offer it here, from $525 a year at 65, about $44 a month, in exchange for a higher annual deductible before the plan pays.
    • Plan N runs from $1,369 to $2,871 a year at 65, a 2.1 to 1 spread against 1.9 to 1 for Plan G, with small copays and possible Part B excess charges as the tradeoff for the lower premium.
    • 18 of the 19 carriers use attained age rating, meaning the premium climbs as you get older on top of any rate increases. Only Transamerica Life uses issue age rating in this market, an approach that often costs more at purchase but does not add age based increases afterward.
    • Blue Shield of California, listed by CDI as California Physicians Service, charges $2,388 a year for Plan G at 65 here, and Anthem Blue Cross, listed as Blue Cross of California, charges $2,367. 6 carriers in the table charge less than both.
    • Compared with our Los Angeles table, 3 of the 19 carriers charge exactly the same for Plan G at 65 here. The lowest Plan G at 65 here is $1,998, against $2,245 in Los Angeles, and the highest is $3,851, against $4,517.
    • California's birthday rule makes this table actionable. Every year, in a window starting on your birthday, you can switch to another carrier's plan with equal or lesser benefits with no health questions, so a Plan G holder paying near the top of this table is never locked in.

Which ZIP codes this table covers

Each carrier sets its own rating regions, so one county can have more than one price list. We grouped the 91 Alameda and Contra Costa ZIP codes that returned CDI results into rate areas, where every carrier charges the same; the grouping is ours, not a CDI or carrier designation. The table above is rate area A.

    Methodology

We retrieved these premiums from the California Department of Insurance 2026 Guide On Medicare Supplement Insurance, the regulator's own comparison tool, on October 26, 2026, for Alameda and Contra Costa, individual policies, non tobacco rates. We ran the CDI tool at age 65 for every ZIP code listed on this page, and at ages 70 and 75 for at least one ZIP code in every carrier rating region, read every result page with two independent parsers, and kept a figure only when both agreed; every ZIP code in the same carrier rating region returned identical rates. Premiums shown are annual amounts as filed with and approved by the regulator; monthly figures quoted in the findings are those amounts divided by twelve. Carriers appear under their legal filing names: California Physicians Service is Blue Shield of California, and Blue Cross of California is Anthem Blue Cross. Rates can change through carrier rate actions and differ by ZIP code, age, tobacco status, and household discounts, so treat this table as the map of the market rather than a quote. We are an independent agency and do not sell every carrier listed; the table includes every carrier the CDI tool lists for these ZIP codes regardless of whether we represent them. CDI lists UnitedHealthcare Insurance Company under its separate group policy type, so it is not in this individual policy table.

Plan G rates in other California regions

The same CDI comparison for other parts of the state: every carrier, Plan G at 65, 70, and 75, plus Plan N and High Deductible G.

    Questions about these rates

Because the benefits are standardized but the prices are not. California requires every Plan G to pay exactly the same benefits, so carriers compete on premium, on their history of rate increases, and on underwriting, not on coverage. A carrier's price reflects its claims experience, how it rates by age, and its market strategy: some price low to grow, others price high and rely on customers not comparing. That is how the same plan spans $1,998 to $3,851 a year at 65 in Alameda and Contra Costa counties. The practical conclusion runs in one direction: never buy a letter plan without seeing the whole table, and never assume a famous brand prices competitively. The benefits clause in your policy will read the same either way; only the premium and the company's rate increase history differ.

Attained age rating means your premium is based on your current age, so it climbs as you get older, on top of any general rate increases the carrier files. Issue age rating means the premium is based on your age when you first bought the policy; it still rises with carrier rate actions, but not simply because you aged. In this Alameda and Contra Costa table, 18 of the 19 carriers use attained age rating and one, Transamerica Life, uses issue age. An issue age policy often costs more at 65 but can cross below an attained age policy years later. When we compare plans we look at both the price today and the carrier's rate structure and increase history, because the cheapest premium at 65 is not always the cheapest premium at 80.

For many healthy budgets it is the best value on the table. High Deductible Plan G gives you the same benefits as standard Plan G after you meet an annual deductible, and in exchange the premium drops dramatically: in Alameda and Contra Costa counties it starts at $525 a year at 65, about $44 a month, compared with $1,998 for the cheapest standard Plan G. If you rarely use care, the premium savings can exceed the deductible you would pay in a bad year, and the plan still caps your exposure. If you see doctors constantly or want first dollar simplicity, standard Plan G or Plan N fits better. 8 carriers offer the high deductible version here, and the right answer depends on your health, your cash cushion, and how you feel about paying a deductible in a rough year.

In California, yes, once a year, without health questions. The state's birthday rule gives every Medigap policyholder an annual window, beginning on your birthday, to switch to another carrier's plan with equal or lesser benefits with no medical underwriting. If you hold Plan G with a carrier near the top of this table, you can move to a cheaper carrier's identical Plan G during that window and the new company cannot decline you or price you on your health. The savings compound, because you can repeat the exercise in future years as carriers change their rates. We run this comparison for Supplement clients every year before their birthday at no cost. Call (818) 472-5484 and we will tell you exactly what the move would save at your age.

Check the lists under the table first. Each carrier divides California into its own rating regions and files a price list for each one, so two neighbors in different ZIP codes can see different premiums for the same plan from the same company. In Alameda and Contra Costa counties we found 4 different sets of prices across 91 ZIP codes. The table above is rate area A, and the section under it shows which carriers charge something else in the other rate areas. If your ZIP code is not listed, call (818) 472-5484 and Lara Goulson will look up the figures for your address.

They are the regulator approved annual premiums for individual non tobacco policies in Alameda and Contra Costa counties at three sample ages, which makes them the right map and an imperfect quote. Your exact premium depends on your age at enrollment, your ZIP code, tobacco status, available household discounts, and any rate actions a carrier has filed since this data was retrieved. Some carriers also apply underwriting outside guaranteed issue windows, which affects whether you can switch at all. Use the table to see the shape of the market: how wide the spread is, where each brand sits, and how prices climb by age. Then get exact quotes for your birth date before deciding. A licensed independent agent can pull current figures across many of these carriers in one conversation, at no cost, and your premium is the same whether you buy through an agent or directly.
